Turn off up to three of the four processor cores. Possible in the hardware so I assume it can be done by some Linux incantation. Turn them off one at a time and see if the power drops, as any cores not being used will still be taking an idle current.
I don't know if it's possible on the Pi4, but another trick often used elsewhere is to slow down the memory refresh rate. Just slow it down bit by bit until the thing starts crashing, then go up about 10%.
